Consular Information

Notarials


Ukrainian citizens and others may receive a variety of notarial services at the Consular Section of the Consulate General of Ukraine in Chicago. Documents, such as affidavits and powers of attorney, or US legal documents, such as birth and marriage certificates, can be authenticated (legalized) for use in Ukraine.

All documents issued by American governmental entities, or which are business documents or documents that have been previously notarized in accordance with the procedures of the various states must be legalized in accordance with the US Rules and Regulations for Authentication of Documents by the Authentication Office of the US Department of State (518 23rd Street, NW, Washington, DC, 20520; phone: 1-800-688-9889). After being legalized, they may be submitted to the Ukrainian Consulate for "authentication" (see here).


Notarizing a signature

The Consulate General of Ukraine in Chicago can authenticate the signature on a power of attorney only if the document is in the Ukrainian language and only if the individual appears in person, signs the document in the presence of a Consular Officer and provides positive proof of identity. This procedure is known as the "notarization" process and is substantially similar to the procedures followed here in the USA.

Note: The notarized issuance of a power of attorney in the Consulate General of Ukraine in Chicago is made in case this document is intended for use on the territory of Ukraine only.

The Consul shall issue a power of attorney on behalf of one or several persons in the name of one or several persons (more details in the Ukrainian language see here).


The consular fees (not refundable)

for drawing up and notarizing the document are $40 (forty US dollars).

The Consulate accepts processing fees only in the form of money orders made out to the order of the Consulate General of Ukraine in Chicago.
Cash, credit cards, personal or company checks are not accepted.


The processing time

for drawing up a power of attorney is ten business days.

Note: There is no expedited service!


Identification of a Person by Documents

While performing consular formalities and notarizing documents, the Consul shall identify physical and juridical entities on the basis of the documents submitted by them.

The identity of a citizen of Ukraine shall be established by the Consul of Ukraine on the basis of:

  • The citizen's valid passport of any type.
  • For minors, on the basis of the passport of one of the parents into which their names are entered.

The identity of a USA citizen shall be established by the Consul on the basis of one of the following documents:

  • US passport.
  • Driver's license.
  • Photo ID.

The identity of a person without citizenship shall be established on the basis of official documents (with photo) issued by local authorities.

Legal competence of a juridical person (office, enterprise, organization) shall be established on the basis of the charter documents (Charter, Foundation Agreement. For not-for-profit organizations - on the basis of General Provisions and registration documents).

The Consul shall also verify the powers of the representative of the juridical person on the basis of:

  • Availability of his office certificate with a photograph indicating the fact that the person is the CEO.
  • Certified extracts of the minutes about the appointment of the officials empowered to sign documents on behalf of the said legal person.
  • Power of attorney for carrying out a specific action.
