Diplomatic Clearance for Aircrafts, Military Ships and Weapons
Requirements for request/permission for a diplomatic clearance for an aircraft to make an overflight and landing in UkraineApplication form (request/permission) for a diplomatic
clearance for an aircraft to make an overflight and landing in
Ukraine should be sent to the following address: Ukraviation,
UKKACAXX (fax: +380 (44) 216-75-40) or through diplomatic
channels (Consular Department of the Ministry of Foreign Affairs
of Ukraine).
Application form should be given on English or
Russian Languages (which are included to the official Languages
of ICAO) - no later then:
- 5 working days - for the commercial flights;
- 5 working days - for the flights which
carry military cargo's;
- 5 working days - for the official delegation
flights or Government flights;
- 3 working days - for private flights.
Application form should contain
information as follows:
a) state of registration of aircraft;
b) air company name and address;
c) owner of aircraft, operator;
d) type of aircraft, call sign, registration marks;
e) airport of departure, air route (arriving);
f) date, time (UTC), entry point into Ukrainian
space;
g) estimated time of arrival (UTC) and landing
airport in Ukraine;
h) flight route within Ukrainian territory;
i) estimated time of departure (UTC) and airport
of departure in Ukraine;
j) date, time (UTC), exit point from the space
of Ukraine;
k) air route (departing) and airport of destination;l)
purpose of flight, number of passengers, load;m) form of payment
for handling;n) signature of applicant, contact tel. number.

Requirements for a call of a foreign military ship to Ukraine According to the legislation acting in Ukraine,
a permit for a call of a foreign military ship to Ukraine should
be sent through the diplomatic channels not later than 30 days
before the call. In order timely processing requests of foreign
diplomatic missions in Ukraine, it is settled by the Ministry
of Foreign Affairs of Ukraine the term for giving the requests
not later than 45 days till calling.
The request is to be sent in a form of official
note of Foreign diplomatic mission to Consular Department of
the Ministry of Foreign Affairs of Ukraine, including the
following information:- date, purpose and port of a call;
- name, type and characteristics of a ship;
- commander and on-board personnel;
- international call sign, channel and frequency,
logistic requirement.
The regime of firearms import to Ukraine by the state security service and bodyguards of the country leaders', as well as by members of official delegations of foreign countries To ensure safety of leaders of country and members
of official delegations of foreign countries, only shotguns
and revolvers are allowed to be brought into Ukraine
by the representative of Security service staff, as well as by
staff of bodyguards country leaders' and foreign delegations security
staff.
Automatic firearms, explosives and weapons with
kill capacity based upon electric energy, radioactive radiation,
biological and chemical factors intended for the above purposes,
are not allowed to be brought into Ukraine.
Information regarding the dates of arrival in
Ukraine of leaders of state official delegations and border check
points, terms of their stay in Ukraine and also number of guards,
quantity and types of weapons, weapons ID numbers, ammo gauge
and quantity, as well as regarding import of the aforementioned
weapons, thereby being guided by the Program of stay of persons
and delegations in Ukraine, shall be sent by a 5-day Note
Verbale to the Ministry of Foreign Affairs of Ukraine, but
no later than 72 hours prior to their arrival in Ukraine.
